Is X-ray Non-destructive Testing Equipment Safe?

Large-scale factory products such as electronic components, lithium batteries and other internal non-destructive testing is usually used X-ray non-destructive testing equipment, it is through X-ray penetration detection of workpiece to image, the role is huge, but the security issue is a problem concerned by the operator and business managers. 
The main accessories of X-ray inspection machine are X-ray tube, if there is no X-ray tube, X-ray is not shot out. X-ray flaw detector does not produce any rays in the absence of power, no voltage does not produce electrons, will not hit the anode target, there is no radiation at all. So the X-ray nondestructive testing equipment during non-operation is no radiation.
